Debate Training (Thai/English)
Ability to innovate, think creatively and critically is crucial to help find unique solutions to address many developmental problems today. To nurture positive learning environment and create inclusive debating society, I conducted a series of 30-hour debate and critical thinking workshops for various groups of high school and university students across Southeast Asia. Activities include techniques of argumentation, public speaking, logical assessment of arguments, practicing and judging debates. The activities helped strengthen students' critical thinking and communication skills, leading to the establishment of a debate society. Video-recorded debates are broadcasted on Youtube calling for critical thinking skills development among young people and educators throughout the region.
การคิดเชิงพิพากษ์ช่วยเพิ่มความสามารถในการสร้างสรรค์นวัตกรรมและกระบวนการที่ต่างออกไป ซึ่งมีความสำคัญอย่างยิ่งยวดในการแก้ปัญหาด้านการพัฒนาหลายอย่างในปัจจุบัน เพื่อสร้างสภาพแวดล้อมในการเรียนรู้ที่เป็นประโยชน์ และสร้างสังคมที่มีการถกเถียงและการวิพากษ์เพื่อกระตุ้นการพัฒนา จิรดาจึงได้จัดฝึกอบรมทักษะการดีเบทและการอภิปรายเพื่อการคิดเชิงวิพากษ์ ตั้งแต่ระยะเวลา 30 ชั่วโมงขึ้นไป สำหรับกลุ่มนักเรียนชั้นมัธยมศึกษาและมหาวิทยาลัยทั่วเอเชียตะวันออกเฉียงใต้ กิจกรรมที่เกิดขึ้นได้แก่ การฝึกเทคนิคการถกเถียง การพูดในที่สาธารณะ การประเมินข้อโต้แย้งเชิงตรรกะ การฝึกซ้อมดีเบทเป็นทีม และการตัดสินดีเบท กิจกรรมเหล่านี้ช่วยเสริมทักษะในการคิดและการสื่อสารที่สำคัญของผู้เรียน ซึ่งจะนำไปสู่การสร้างสังคมแห่งการอภิปรายเพื่อการเรียนรู้และการตัดสินใจที่มีคุณภาพ การอภิปรายที่บันทึกด้วยวิดีโอได้ถูกออกอากาศใน Youtube เพื่อเป็นเครื่องมือในการพัฒนาทักษะการคิดเชิงวิพากษ์ในหมู่เยาวชนและนักการศึกษาทั่วภูมิภาค
Critical Thinking in Academic Writing (English)
Evidence of critical thinking, as expressed through argumentation, is central to successful academic writing in most higher education institutions. Debating and academic writing courses are designed to help participants, especially those coming from ‘non-Western’ backgrounds, understand the complex nature of implementing a critical dimension in their writing. In this project, I worked with professors and scholars to design, prepare and teach debate course for the international scholarship recipients from around the world, and produced the grading assessment and developed debate curriculum for the debate and academic writing program across various disciplines including development studies, economics, public policy, human rights, law, education, public health, international relations, environmental studies and social work.
จิรดาออกแบบหลักสูตรการดีเบทควบคู่กับการเขียนเชิงวิชาการ เพื่อเตรียมความพร้อมให้แก่ผู้รับทุนการศึกษาจากทั่วภูมิภาคเอเชียซึ่งจะเข้าศึกษาต่อในระดับปริญญาโทในมหาวิทยาลัยที่มีชื่อทั่วโลก การคิดเชิงวิพากษ์ที่แสดงออกผ่านข้อถกเถียงที่สมบูรณ์เป็นหัวใจสำคัญในการเขียนเชิงวิชาการ ซึ่งหลักการนี้จำเป็นอย่างมากโดยเฉพาะการเขียนในสถาบันอุดมศึกษาของประเทศที่พัฒนาแล้ว หลักสูตรการอภิปรายและการเขียนเชิงวิชาการได้รับการออกแบบมาเพื่อช่วยให้ผู้เรียนเข้าใจถึงความซับซ้อนของระบบการเรียบเรียงความคิดและการใช้ภาษาในมิติของการเขียน กิจกรรมต่างๆ มีการประเมินผลเพื่อพัฒนาหลักสูตรอย่างต่อเนื่อง มีการรวบรวมและถ่ายทอดเทคนิคการเขียนเชิงวิชาการในหัวข้อต่างๆ เช่น การศึกษา การพัฒนาเศรษฐกิจ สังคม การเมือง และสิ่งแวดล้อม, นโยบายสาธารณะ, สิทธิมนุษยชน, กฎหมาย, สาธารณสุข, ความสัมพันธ์ระหว่างประเทศ และกิจกรรมสังคมสงเคราะห์ต่าง ๆ ติดต่อจิรดา หากสนใจจัดโครงการฝึกอบรมเพื่อพัฒนาการคิดเชิงวิพากษ์และการเขียนงานวิชาการ
Legal Reasoning in Moot Court (Thai/English)
Team learning environment under Chirada's various modules provides an opportunity to understand complex international developmental problems and to expand their personal worldview, at the same time refining their research, writing, and oral advocacy skills. Particularly the critical thinking and legal reasoning in moot court, this program enables participants to develop critical thinking as a foundation for legal reasoning and to speak confidently in front of panels of judges. The module exposes students to fictitious cases based on international law such as the current and broad-ranging issues of universal jurisdiction, the International Criminal Court, international maritime law, International Covenant on Civil and Political Rights, and international human rights instruments.
สภาพแวดล้อมการเรียนรู้แบบทีมภายใต้โมดูลต่างๆของจิรดา ช่วยให้ผู้เข้าร่วมกิจกรรมเข้าใจถึงปัญหาการพัฒนาทั้งระหว่างประเทศและในประเทศที่ซับซ้อน ช่วยขยายมุมมองและความคิดของทั้งบุคคลและกลุ่มได้ ในขณะเดียวกันก็ช่วยเสริมทักษะการเขียนงานวิจัยและทักษะการพูด โดยเฉพาะอย่างยิ่งการคิดเชิงวิพากษ์และการให้เหตุผลทางกฎหมายในชั้นศาล โมดูลนี้อ้างถึงกฎหมายระหว่างประเทศ ประเด็นเกี่ยวกับเขตอำนาจศาลสากล ศาลในคดีอาญาระหว่างประเทศ กฎหมายเกี่ยวกับการเดินเรือระหว่างประเทศ และกฎหมายระหว่างประเทศเกี่ยวกับสิทธิมนุษยชน กติการะหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง
Project Development: Global Pro Bono
As a local program coordinator for the annual Global Pro Bono leadership development programs for corporates’ teams of executives, I develop scope of work for projects under various themes for teams to offer their range of skills to implement community-driven economic development projects. Projects include smart city innovations, healthcare and public sector management, capacity building, operational excellence, and disaster risk management. Not only that I help teams develop the projects, I assist them in preparing and carrying out assignments in the field, and lead the teams to identify and select potential beneficiaries/clients, serve as the on-the-ground interface with partners, implement and monitor program activities.
ในฐานะผู้ประสานงานโครงการ สำหรับกิจกรรมพัฒนาความเป็นผู้นำประจำปีของบริษัทข้ามชาติหลายแห่ง จิรดาทำหน้าที่เป็นผู้ประสานงานและผู้พัฒนารูปแบบโปรเจคกลุ่มภายใต้โครงการ Global Engagement หรือ Global Pro Bono ซึ่งจัดให้ทีมผู้บริหารของบริษัทเอกชนต่างๆได้ทำหน้าที่เป็นทีมที่ปรึกษาองค์กรภายใต้หัวข้อที่หลากหลาย ซึ่งต่างมีเป้าหมายเพื่อพัฒนาเศรษฐกิจของท้องถิ่น โดยมีชุมชนเป็นตัวขับเคลื่อนหลัก ตัวอย่างโครงการได้แก่ นวัตกรรมของเมืองอัจฉริยะ การให้บริการสาธารณสุขและการดูแลสุขภาพ การบริหารจัดการภาครัฐ การสร้างขีดความสามารถขององค์กร ความเป็นเลิศในการปฏิบัติงาน และการจัดการความเสี่ยงจากภัยพิบัติ จิรดาไม่เพียงแต่ช่วยทีมพัฒนากรอบโครงการ แต่ยังช่วยในการเตรียมข้อมูลและปฏิบัติงานในสนาม ประสานงานกับผู้มีส่วนได้ส่วนเสีย และตรวจสอบและควบคุมการดำเนินกิจกรรมของโครงการ
Research Project: The International Nongovernmental Development Organizations and Aid Coordination for Youth in Myanmar
The growing centrality of youth as a productive social category and concept has made young people not only the main beneficiary of development programs, but also the main participants in policy making process, research efforts and aid delivery across development sectors. Their involvement is an increasingly visible and active component in the operation of international nongovernmental organizations (INGOs). There is limited information; however, about how these INGOs contribute to development effectiveness despite paradigm shift characterized by the rise of non-state development actors in the past decade. Particularly how they capitalize on youth population and rationalize donor activities for cost-effective results.
The paper presents the findings of a research project about the structures and institutional arrangements of INGOs in aid coordination efforts to support young people. Exploring a new dynamic Myanmar or Burma amid its ongoing political transition, the project showcases the government-led national coordination mechanisms that exist to allow development actors to interact, include and relate to one another in a coordinated manner. It attempts to position selected youth-related INGOs within a new, largely fragmented, funding landscape of the country, and examines in-depth information about their activities as donors providing financial and/or technical assistance for young people; Save the Children, International Federation of Red Cross and Red Crescent Societies, Myanmar Red Cross Society and Oxfam. The findings reveal their common coordination practices and highlight their unique contribution to development cooperation for, and by, youth of Myanmar/ Burma.

Research Project: Characterizing Triangular Cooperation in Southeast Asia: Comparing the Thai-German-Lao and Thai-German-Vietnamese Partnerships
New actors and cross-regional modalities have continued to enrich the understanding and practices of development cooperation. With the emergence of new providers within the global aid landscape there is a need to explore definitional and operational changes in the system with regards to how resources are utilized and diversified. This research project characterizes the hybrid model of development cooperation in the Greater Mekong Sub-region and investigate the roles of Thailand as an emerging donor and Germany as a resource provider under the Trilateral Cooperation Programme. The paper discusses how organizational strategies and comparative advantages of each partner contributed to the effectiveness of the Thai-German-Lao Trilateral Cooperation on Strengthening Lao National Good Agricultural Practices (GAP) in Lao PDR and the Thai-German-Vietnamese trilateral cooperation on Strengthening Cooperative Management in Western Highland and Central Region of Vietnam.
The results suggest that the incentive mechanisms to steer the action of stakeholders in Lao PDR differ from that of Vietnam. The level of competitiveness witnessed in Lao PDR has been a reflection of the coercive nature of policy transfer as opposed to the voluntary knowledge assets transfer that underpin the innovation and performance improvement in Vietnamese case. While Lao Gap TrC highlights the implementation of learned/transferred knowledge to develop a set of skills, Vietnam SMEs Coop TrC emphasizes the adaptation and application of learned skills to facilitate and support others for effective execution. These results have significant implication in regards to the sustainability of the proposed development solutions. Lessons learned highlight the needs to address absorptive capacity of target beneficiaries, the importance of joint initiative, country ownership, participatory policymaking, harmonization processes, and result-based management in all stages of the cooperation.

Project Development: Asia Youth Forum
Asia Youth Forum (AYF) is a 3-week regional debate education camp, debate competition, panel discussion among international scholars/practitioners and intercultural learning. It combined elements of education, competition & contesting of ideas and bringing new people into the world of debating and inter-cultural learning. The 2012 AYF in Bangkok hosted 230 participants from over 20 countries in Asia, with the theme ‘Crossing Border: Migration in Asia’. The 2013 AYF convened on the theme ‘Digital Freedom’ in Cholpon-Ata City on the Issyk-Kul Coast, Kyrgyzstan. The project helped to bridge the gap between competitive debates and deliberative classroom activities in various communities in Asia.

Project Development: School of Public Policy
Chiang Mai University’s public policy program ranks among the top three in the country. It now aims at providing the best public policy program in the country and in ASEAN. CMU is located in Chiang Mai northern province, considered as the best Secondary City in the country, suitable as a development model for other Secondary Cities in the region. The strategic location and long-term vision aiming at strengthening its reputation as a national think tank in public policy are the rationale for the establishment of Chiang Mai University’s School of Public Policy. Chirada has joined the task forces since 2017 to encourage the collaboration and integration of various CMU’s study centers and research institutes focusing on public policy studies. Chirada was the Executive Manager of CMU-School of Public Policy from 2018-2019. Currently she is coordinating and managing PhD and MA in Public Policy programs for international accreditation under NASPAA (Network of Schools of Public Policy, Affairs, and Administration).
มหาวิทยาลัยเชียงใหม่มีความริเริ่มในการจัดตั้ง School of Public Policy เพื่อตอบสนองความต้องการนักปฏิบัติงาน ผู้เชี่ยวชาญ และนักวิชาการในสาขานโยบายสาธารณะที่มีเพิ่มมากขึ้น ไม่เพียงแต่ในประเทศไทยเท่านั้น แต่รวมถึงทั้งภูมิภาคเอเชียตะวันออกเฉียงใต้ด้วย จุดหมายหลักคือเพื่อปรับปรุงคุณภาพการกำหนดนโยบายและการศึกษานโยบายสาธารณะในภูมิภาคนี้ โดยตั้งเป้าให้จังหวัดเชียงใหม่เป็นศูนย์กลางความคิดของชาติในด้านนโยบายสาธารณะ และส่งเสริมให้เมืองเชียงใหม่เป็นต้นแบบการพัฒนาเมืองอื่น ๆ ในภูมิภาค จิรดาได้เข้าร่วมกับทีมคณาจารย์จากหลากหลายสาขาวิชาของมหาวิทยาลัยเชียงใหม่ เพื่อส่งเสริมความร่วมมือระหว่างศูนย์การศึกษาและสถาบันวิจัยต่าง ๆ ในมหาวิทยาลัยที่มีการศึกษาด้านนโยบายสาธารณะ ได้แก่ สถาบันศึกษานโยบายสาธารณะ ศูนย์ภูมิภาคด้านสังคมศาสตร์และการพัฒนาอย่างยั่งยืน (RCSD) และศูนย์ศึกษาการพัฒนาเมืองและนโยบายสาธารณะ ทั้งนี้เพื่อให้การจัดตั้ง School of Public Policy ประสบความสำเร็จภายในปี 2561 จิรดาดำรงตำแหน่งผู้จัดการสถาบันนโยบายสาธารณะ มหาวิทยาลัยเชียงใหม่ระหว่างปี 2561-2562 ปัจจุบันทำหน้าที่บริหารหลักสูตรปริญญาโทและปริญญาเอกของสถาบันฯ เพื่อการรับรองหลักสูตรระหว่างประเทศภายใต้ เครือข่ายนานาชาติของสถาบันและโรงเรียนนโยบายสาธารณะ กิจการ และการบริหาร (NASPAA)
